On Monday, 1 March, the Anthropology & Ecology of Disease Emergence Unit, which coordinates the Sonar-Global network, welcomed its newly-constituted Advisory and Action Committee at a first meeting to discuss the Vulnerability Assessment and Community Engagement approach currently underway in Ile-de-France (Paris) and the Communauté d’agglomération Territoires Vendômois (France).
The Sonar-Global Vulnerability and Resilience Assessment tool, developed by our partners at University College London, uses a qualitative tool to identify new forms of vulnerability in the face of the COVID-19 pandemic; it examines the cross-cutting processes and interacting factors that produce fragilities experienced by varied social groups living in urban and rural settings. We combine this tool with a Community Engagement approach that integrates diverse stakeholder interests and actions from the very start.
Our tool develops a robust analysis of grounded experiences of vulnerability, thus providing stakeholders with actionable evidence with which to create interventions to shore up vulnerabilities and to enhance resilience among the most affected populations in the Paris region and the Territoires Vendômois. The Advisory and Action Committee thus brings together actors from different sectors participating in the response to the current socio-sanitary crisis, to identify and coordinate future actions informed by the study’s results and the Committee members’ expertise and experience.
The Advisory and Action Committee consists of several members, including Mme Lea Filoche, the Adjunct Mayor in charge of solidarity and the fight against inequalities and exclusion, as well as representatives from Fondation Abbé Pierre, Fondation Croix-Rouge Française, France Terre d’Asile, Acceptess-T, Act Up- Paris, Armée du Salut, La Maison des femmes de Saint-Denis, Action Contre la Faim, AIDES, Amélior, Elle’s Imagine’nt, SAMU Social, Fibromyamgie France, Centre Minkowska, Utopia 56, France Psoriasis, and Comede.
This Committee meets periodically to review our findings, strategize about future actions, and develop concrete interventions in response to our findings.
Le lundi 1er mars, l’Unité d’Anthropologie et d’Écologie de l’Émergence des Maladies, qui coordonne le réseau Sonar-Global, a accueilli son Comité de Conseil et d’Action nouvellement constitué lors d’une première réunion pour discuter de l’approche d’Évaluation de la Vulnérabilité et d’Engagement Public actuellement en cours en Ile-de-France (Paris) et dans la Communauté d’agglomération Territoires Vendômois (France).
L’outil Sonar-Global “Evaluation de la Vulnérabilité et de la Résilience”, développé par nos partenaires de l‘University College London, utilise un outil qualitatif pour identifier les nouvelles formes de vulnérabilité face à la pandémie COVID-19; il examine les processus transversaux et les facteurs d’interaction qui produisent les fragilités vécues par divers groupes sociaux vivant en milieu urbain et rural. Nous combinons cet outil avec une approche d’engagement public qui intègre dès le départ les intérêts et les actions des diverses parties prenantes.
Notre outil développe une analyse solide des expériences de vulnérabilité sur le terrain, fournissant ainsi des preuves concrètes pour créer des interventions visant à consolider les vulnérabilités et à améliorer la résilience des populations les plus touchées en région parisienne et dans les Territoires Vendômois. Le Comité de conseil et d’action réunit donc des acteurs de différents secteurs participant à la réponse face à la crise socio-sanitaire actuelle, afin d‘identifier et de coordonner les actions futures en s’appuyant sur les résultats de l’étude et sur l’expertise et l’expérience des membres du Comité.

Dr. Tamara Giles-Vernick is coordinator of Sonar-Global. She is Director of Research and Unit head of the Anthropology and Ecology of Disease Emergence Unit – the Institut Pasteur’s first social sciences research unit. A specialist in the medical anthropology and history of central and west Africa, her current research focuses on emerging zoonotic diseases and epidemics. She is conducting a national study for preparedness and response for UNICEF in the Central African Republic. She also directs the MICROTONE study, which offers a pre-history of zoonotic disease emergence; the study brings together anthropological-historical analyses with comparisons of microbial and viral profiles among people, domesticated animals and wild animals along an ecological gradient in the Democratic Republic of Congo. She has also led a three-country study on the anthropology, history and geography of human-nonhuman primate contact and emerging zoonotic diseases in central Africa. In addition, she has published on viral hepatitis (diagnostics, linkage to care, vaccination), Ebola, Buruli ulcer, the historical emergence of HIV in Africa, global health in Africa, the history of influenza pandemics, and environmental history.
